高卉民，中国美协会员，黑龙江省美协副主席，黑龙江省突出贡献中青年专家、享受政府津贴。现任哈尔滨师范大学艺术学院院长、中国画教授、博士生导师。全国高等院校美术教育专业委员会常务理事，黑龙江省高等院校艺术教育学会会长。《艺术研究》杂志主编。毕业于哈尔滨师范大学，深造于北京中央美术学院。专绘中国北方山花野卉，以雄浑博大的黑土地风格独树中国画坛。誉为“当今花鸟画坛上年轻主将”、“花鸟画革新者”。教学获黑龙江省优秀教学成果奖，国家教委曾宪梓优秀教学奖。
