 Guo Jiying was born in Baotou City, Inner Mongolia Autonomous Region in 1959. He graduated from the Department of Fine Arts of Inner Mongolia Normal University in 1982 with a bachelor's degree and stayed at the University as a teacher. In 1984, he studied in the Department of Chinese Painting, Central Academy of Fine Arts. He graduated from the Graduate School of Domo University of Fine Arts in Japan in 1994 with a master's degree. He is currently an associate professor of the Academy of Fine Arts of Capital Normal University, vice president of the Heavy Colour Painting Research Association of China Artists Association, director of Beijing Fine Brushwork Painting Association, visiting professor of Graduate School of China Academy of Art, and member of China Artists Association. His works include the painting and calligraphy giant screen "Yunnan Provincial System" (as one of the creators of the creative group).

In 1997, the Ministry of Culture and Culture of Japan appointed him as an art communicator of Nolu Mountain Art Village, Hiroshima Prefecture, Japan, to engage in painting creation and international exchange activities.
