鹤鸣斋主，回族，1957年生，辽宁盘锦人，毕业于东北师范大学美术系。中国美术家协会会员，中国工笔画学会理事，国家一级美术师。辽宁省工笔画学会副会长，辽宁省美术家协会理事，辽宁省中国画艺委会委员，盘锦市工笔画学会会长，盘锦市文联副主席，辽河画院院长。
作品曾先后在《美术》、《美术大观》、《美术界》、《国画家》、《美术博览》、《中国书画》《水墨视界》《今日辽宁》等专业刊物上发表、介绍。部分作品被中外收藏家收藏。分别在上海、广州、深圳、西安、青岛、漳州、义乌、大连、沈阳等地办联展、个人画展。
出版有《中国画艺术十门、翎毛、草虫技法》、《胡泽涛国画精品选》、《美术家胡泽涛》、《胡泽涛墨彩水禽新创意》、《21世纪中国画坛名家艺术研究——胡泽涛祥瑞禽鸟》、《盛世典藏——当代中国画名家精品荟萃》，中国美术家协会会员精品选《胡泽涛专辑》明信片等专著或专集。

2008年6月，策划组织了辽河画院美术作品在海口市举办展览。此次展览由中国美术家协会事业发展部、盘锦市人民政府、海口市人民政府主办；海口泰达美丽道画苑承办，深受南疆文化艺术界的高度评价，取得圆满成功；6月6日，《芦海雪霁》、《金翠傍清泉》、《悠游》、《白羽飘秋》、《秋风》参加辽河画院院展；同时，辽河画院集体创作二幅丈二作品，通过中国美协进行拍卖，所获款项全部捐献给汶川地震灾区。为抗震救灾，重建家园，作出一点爱心；
