出生于浙江省台州海门镇。儿时起对画画就颇有天赋，对画的理解，领悟有独特的见解。他的一生之中，除了画画还是画画永无止境地坚持着对艺术的追求。他的作品收藏于中国美术馆、中国美术学院、中南海、浙江省文化会堂、江苏省美术馆、香港大一学院、澳门文化司署、新加坡S.G画廊、日本浅沼画廊、上海刘海粟美术馆等以及国内外个人收藏。
自1982年起丁立人的作品就开始在国内外各地展出，受到了艺术界的高度评价。1982年“丁立人美术作品观摹展”于上海中国画院。
1987年“丁立人画展”于河南省郑州市艺术馆。
1989年“丁立人美术作品展”于中央美术学院画廊。
1990年“丁立人画展”于日本浅沼画廊。
1991年参加由澳门文化司主办的“上海三画家作品展”于澳门。
1993年，参加“上海三画家绘画展”新加坡瑞源画廊。参加“当代彩墨六人展”于北京中国美术馆。应邀参加中南海主办"纪念毛泽东同志诞辰一百周年全国百名书画家笔会"在北京钓鱼台国宾馆。
1994年，应邀赴河南省鹤壁市教育学院讲学并举行画展。应邀赴广州广东工业大学任课，受聘兼职教授，并举行画展。
1997年参加十二届“亚西亚画家联展”于澳门。
1998年参加“世纪之门”双年展（中国、加拿大）参加“中国当代绘画联展”于上海刘海粟美术馆。参加“丁家画展”于刘海粟美术馆。剪纸作品六件入选《中国戏曲剪纸集》。
2001年，参加“当代彩墨十人展”于北京首都师大。
2002年，参加“彩墨江山十二人展”于北京今日美术馆，入编上海电视台教育台“诗情画意”715期。参加第三届《深圳国际水墨双年展》于深圳关山月美术馆。
2003年“保护母亲河行动”CCTV3《中国名画家精品集——丁立人》河北教育出版社出版。
