生于陕西省大荔县。擅长写意花鸟画，偶作山水画。梅、兰、竹、菊、月季、牡丹、雄鹰等常见于其笔下，尤其擅长画麻雀、其作品多选材平凡的事物但十分朴实、亲切，画中常常表现一群麻雀各种动态，遥相呼应，十分机灵生动，充溢着热烈喧闹而活泼欢快的气氛。出版有"张蒲生画集"，"张蒲生评集"，作品多次在国内外展出，代表作"瓦雀归巢"、"晨曲"、"麦场无人时"、"雀趣"、"风雨欲来"等，多次在全国美展中获奖，并被多家美术馆、博物馆、纪念馆收藏。1983?年6月随李瑞环为团长的代表团访问日本，并举办了个人画展。曾任文化部颁发的全国艺术学科第四批学位授予权评审委员，第六届全国美展评选委员，天津美院教学副院长，学位委员会主席，学术委员会副主任，中国书画报社社长，天津市包装设计研究会副主任，广告协会顾问等职。现为天津美院教授，中国美协会员.天津美协理事，国际美术家联合会常委，并兼任天津市老年人大学书画院院长以及全国多个省市的多家书画院名誉院长等职务，其传记被载入十多种名人辞典中。作品多次在国内外展出，代表作《瓦雀归巢》、《晨曲》、《麦场无人时》、《风雨欲来》等多次在全国性画展中获奖，并被多家美术馆、博物馆、纪念馆收藏。出版有《张蒲生画集》等。
