邵柏林(1930—)邮票设计家、摄影家。天津市人。在中央美术学院学习期间，主要受业于张光宇、张仃等教授，专习装饰美术，一九五三年毕业，分配于邮电部邮票发行局从事邮票设计工作。编写有《邮票设计印刷工艺》等书。主要邮票设计作品有《中国青铜器》、《绿化祖国》、《二十八届世界乒乓球锦标赛》、《齐白石作品选》、《故宫博物院建院六十周年》等。邵柏林并长于风光摄影，代表作品有《石林深处》、《天安门广场哀痛之夜》等。《天安门广场哀痛之夜》，获一九七九年中国文学艺术界联合会和中国摄影家协会颁发的“四·五运动”优秀摄影作品奖。曾为中国摄影家协会、中国邮票总公司设计会徽和徽志。现为邮电部邮票发行局邮票设计师、《中国摄影》杂志编委、中国美术家协会会员、中国摄影家协会会员。1980年，邵柏林在黄永玉原图绘制基础上，设计了中国首枚猴票。邵柏林曾为故宫博物院建院60周年设计纪念邮票及首日封，担任故宫博物院院徽设计的艺术顾问，主持设计了故宫博物院的院徽。
邵柏林先生是原邮电部邮票发行局总设计师，从事邮票设计工作近50年，设计创作过许多大家喜爱的作品，如我国首枚生肖票——《猴票》、《牡丹》、《齐白石作品选》、《唐·簪花仕女图》、《曾侯乙编钟》等均获得当年最佳邮票和首日封设计奖。除邮票设计外，他还广泛涉猎其他领域，如大家熟知的中国摄影家协会会徽、原中国电信标志、中国集邮总公司标志等，均出自他之手。为表彰他为发展我国社会科学事业做出的贡献，1994年国务院授予他有突出贡献专家称号。[2]特别是20年前，他设计的《故宫博物院建院60周年》邮票及首日封还获得了“1992平面设计在中国”大赛的金奖。对比20年后他设计的故宫博物院院徽，完全可以看出作者在创作理念、艺术风格、文化底蕴的一脉相传和独立创作完成的事实。
中国电信的回纹“中”字的LOGO就是出自其手。其子为中国著名设计师、北京理想创意艺术设计有限公司总经理兼艺术总监邵新。
