毕启亮，男，1952年出生于河南鹿邑县，目前为总政歌舞团中国剧院主任、我国一级美术设计师。同时还兼任中国美术家协会会员、中国摄影家协会会员、中国舞蹈家协会会员、中国演出家协会理事、中国舞台美术学会副会长兼剧场委员会主任、中国文联艺术指导委员会会员、中国儿童歌舞学会常务副会长、北京演出行业协会副会长。
现为中国美术家协会会员、中国摄影家协会会员、中国舞蹈家协会会员、中国演出家协会理事、中国舞台美术学会副会长兼剧场委员会主任、中国文联艺术指导委员会会员、中国儿童歌舞学会常务副会长、北京演出行业协会副会长。
曾担任全国第七届运动会开、闭幕式大型文体活动的舞美、灯光总设计。
担任香港、澳门回归祖国天安门广场大型活动的艺术总监和舞美灯光总设计。
担任中华人民共和国国庆五十周年天安门广场游行和晚会的美术总设计和彩车专家组组长。
曾担任中央电视台春节晚会和近百台各类大型文艺活动的舞美灯光总设计。
曾十多年担任河南洛阳牡丹花会的大型晚会的艺术指导和舞美灯光总设计。
曾出任全国为纪念毛主席“发展体育运动，增强人民体质”题词发表五十周年大型文艺晚会的总导演和总设计。
出任新疆五十周年大庆“洒满阳光的新疆”大型晚会的舞美灯光总设计。
出任青海国际旅游文化节开幕大型文艺晚会的舞美灯光总设计。
1952年毕启亮出生于河南省鹿邑县桑园村一个普通农民家庭，虽然家境十分贫寒，但父母的厚爱和乡亲们的淳朴，从小就在他心灵深处植下了“知恩图报”的种子。
当兵30多年，他从一名普通战士，成长为一位很有艺术建树的军中人才。他一直抱着“要为家乡、为中原这块土地尽微薄之力”的心愿，多年来捐资助教、设立文化项目基金……为河南父老乡亲办了不少实事。毕启亮大校，身材矮胖，面庞黑亮，思维敏捷，语速很快，有一股豪爽、干练的军人气质。曾经为中央电视台春节晚会、亚运会文艺晚会以及杨丽萍、彭丽媛、梦鸽个人演唱会等近百场国内外大型晚会担任过舞美总设计，并参加了国庆50周年、澳门回归祖国大型庆典活动的策划和舞美灯光总设计，获奖无数，好评如潮。
毕启亮曾自豪地说：“我是老子故里人，2000多年前，老聃生在鹿邑，成就于洛阳（在洛阳著书讲学），我也是追寻老子的足迹，生在鹿邑，要在洛阳干一番事业。”
身为国家一级美术设计师、中国舞台美术学会常务理事、中国演出家协会理事、功成名就的毕启亮没有忘记家乡建设，他热心桑梓，为家乡捐资助学。经他资助，鹿邑县贾滩乡桑园村于1999年建起“启亮中学”，并设立启亮艺术中心，开办艺术教育专业，突出艺术特色教育。[1]毕启亮还将自己多年积蓄的稿酬作为基金，设立中国鹿邑老子故里毕启亮书画艺术基金会，受到家乡人民的赞许。
他曾设计过全国七运会开幕式、香港回归大型庆典晚会、澳门回归大型庆典晚会、中央电视台春节晚会等多次国内大型活动的我国著名舞美设计师。北京市青联七届委员、中国人民解放军总政治部歌舞团中国剧院主任、一级舞美设计师。多次担任中央电视台、北京电视台和全国大型活动的美术设计。出任中华人民共和国第七届运动会开、闭幕式舞美、灯光总设计。
