主题创作意识的回归，主题性美术创作成为新的热潮，是这一时期中国美术的最大亮点。在各类主题创作项目工程的引领推动下，老中青几代美术家奋勇争先，既传承弘扬新中国成立以来主题性美术创作的优秀传统，更致力于新时代主题性美术的开拓创新，在研究规律、构思立意、形式探索上形成新认识，瞄准新高度，追求新意境。从“国家重大历史题材美术创作工程”到“中华文明历史题材美术创作工程”，从“国家主题性美术创作项目”到“不忘初心 继续前进——庆祝中国共产党成立100周年大型美术创作工程”，广大美术工作者致力于思想性和艺术性的有机统一，以创作出思想精深、艺术精湛、制作精良的时代佳作为使命，真切感受时代前进的脉动，体现了强烈的历史主动精神，创作了一大批具有历史厚度、思想深度和生活温度的丹青巨制与视觉巨构。

作为向党的百年华诞献礼的艺术工程，历经3年的“不忘初心 继续前进——庆祝中国共产党成立100周年大型美术创作工程”发动面之广、全国美术家参与的积极程度之高、形成的成果之丰富，达到了中国美术历史发展新的高度。矗立在中国共产党历史展览馆西侧广场的《旗帜》和《信仰》《伟业》《攻坚》《追梦》大型雕塑，以雄强的造型大势和生动鲜活的人物群像构成反映党的光辉历程的视觉丰碑。近200件不同门类的美术作品展现了党史中的重要事件、典型人物，加上全国各地开展的党史主题美术创作，中国美术家以浓墨重彩、缤纷华章为党的百年光辉历程作了形象的写照。这些时代力作从“写形”“写真”到“传神”“铸魂”，讴歌了党的光辉功业和伟大成就，刻画了共产党人在百年奋斗征程上的精神风貌，以可视可感的美术方式再现了党的伟大精神图谱。

中国社会进入新时代的改革发展和全面建设呈现出日新月异的视觉图景，为广大美术工作者提供了极为丰富的创作资源。走向时代生活的各个现场，走进人民创造伟业的奋斗行列，为时代放歌，为人民造像，是这些年中国美术的又一亮点。各美术机构频繁组织深入生活活动，美术家也自觉在广阔的生活空间中建立自己的创作基地，以独特的视角描绘蓬勃的时代新象，刻画广大人民建设家园的精神风釆。抗击新冠肺炎疫情的阻击战打响之后，美术界迅速掀起了抗疫主题美术创作的热潮，描绘驰援武汉的军民风姿，记写群防群控的感人故事，礼赞挺立不屈的精神意志，以7万多件抗疫主题的美术作品凝聚力量、鼓舞人心。在表现决战脱贫攻坚、决胜全面建成小康主题的创作中，各地美术家分赴乡村山寨釆风写生，积极创作，从不同角度画出了在脱贫攻坚中涌现出来的英模人物，反映了广大人民建设幸福家园、奔向小康社会的美好憧憬。此外，以表现黄河生态保护和高质量发展为主题的“长河大道”创作工程、以“天下黄河”“绿水青山”“长白放歌”等为主题的油画釆风写生等许多活动，一次次汇聚起深入生活的大队伍，人民的形象成为时代丹青中的主角。

以“大美术”建构国家形象，服务社会

不同美术门类的相互交融，科技与艺术的相辅相成，设计艺术与公共艺术的迅猛发展，构成了当代中国“大美术”的新格局，在国家形象艺术设计和增加城乡审美韵味、文化品位上发挥了重要作用。在金砖国家领导人厦门会晤、上合组织青岛峰会、“一带一路”国际合作高峰论坛、亚洲文明对话大会等一系列主场外交活动中，相关艺术设计通过视觉意象阐释国家立场、国家形象，显现了强大传播力和影响力。庆祝新中国成立70周年标志、共和国勋章和国家荣誉勋章、庆祝中国共产党成立100周年标志、2022年北京冬奥会及冬残奥会标志等设计，新建机场和城市轨道交通公共空间的艺术设计，体现自主研发创新的各种工业产品设计，都反映了“大美术”积极服务社会、赋能创新的独特功能。

美术服务国家与社会，还体现在美术家走进基层、走进人民群众中去的实践。“送欢乐 下基层”活动是中国美协的一个重要文化惠民品牌项目，从浙江丽水到湘西十八洞村，从甘肃通渭到深圳福田……活动坚持“以人民为中心”的工作导向，以“文化惠民、文化为民、文化乐民”为宗旨，选派知名美术家组成文艺志愿服务团，把人民的需求与活动内容密切结合起来，开展了大量美术特色鲜明的惠民活动，受到广大群众的热烈欢迎，引发了强烈的社会反响。

文艺评论与传播的时代使命

新时代以来中国美术创作的新成果、新经验、新气象需要推进研究，加强评论，大力宣传，扩大影响，文艺评论工作更为注重运用历史的、人民的、艺术的、美学的观点评判和鉴赏作品。这些年来，中国美协重视对美术创作的研究和推广，通过《美术》杂志、中国美协网站发布聚焦美术新创作的理论成果，《中国文化报》《中国艺术报》《文艺报》《中国美术报》《美术研究》《美术观察》《美术报》等媒体及时追踪报道。

自2018年至2021年，由中国美术家协会发起主办，联合山东济南、江苏扬州、重庆、浙江绍兴承办的“全国美术高峰论坛”，已成为美术理论与艺术评论界的品牌盛会，通过研讨新时代中国美术发展和美术理论建设，为把握新时代中国美术创作方向、引领当代美术理论路向、筑就新征程文艺高地提供了重要学术支撑。2021年，由中央广播电视总台推出的特别节目《美术经典中的党史》，选取中国共产党成立以来各个历史时期、特别是党的十八大以来的代表性美术作品，讴歌党带领人民取得翻天覆地的变化和成就，再现了党成立百年以来波澜壮阔的光辉历程。节目通过党史叙事和艺术解读的双重语境，讲述中国故事，阐释时代精神，传承红色基因，达到了引人入胜的党史学习和艺术审美效果。

发扬美育精神，加强人才培养

2018年中央美术学院100周年校庆之际，习近平总书记在给中央美院老教授的亲切回信中，提出加强美育的重要思想。回信中“以大爱之心育莘莘学子，以大美之艺绘传世之作”的殷殷嘱托，给美术教育界以极大鼓舞，激励美术家通过创作锤炼“大美之艺”，以“绘传世之作”为艺术追求。中央美术学院和全国各大美术院校相继成立美育研究机构或工作室，通过开设美育教师研修班、创立美育讲堂与社会美育实践基地等形式，探索专业型复合型美育人才培养的路径，同时启动具有中国文化内涵的“美育学”学科建设，一方面从中国自身的美术传统中汲取营养精华，传承优秀文化基因，另一方面以美育服务社会，把更多美育成果导向社会，提高全民审美水平。

回顾5年来中国美术走过的道路，取得了有目共睹的长足发展。立足新时代新征程，美术事业更需开拓视野、守正创新，创作更多反映和彰显中国精神、体现文化自信、无愧于时代的精品力作，以美术创作的本体语言讲好中国故事。同时更需进一步培育和壮大美术创作与研究的人才队伍，使为时代画像、为时代立传、为时代明德的美术理想延续下去，努力筑就新时代的文艺高峰，为中国美术事业谱写出新的时代篇章。
